Job Title: Office Manager

Classification: Non-exempt

Pay Range: $30.00 - $38.00 per hour DOQ

Reports to: Board of Commissioners

 

Summary

King County Water District 49, Burien WA is seeking a qualified applicant for the position of Office Manager. This position is responsible for overseeing the day-to-day operations of the District office including staff, financial accounting, customer accounts, billing, and customer service.

 

Essential Duties and Responsibilities

Include but not limited to the following:

  • Oversees account specialists; ensures control of receipts; assists in determining account adjustments and resolving account discrepancies
  • Oversees the billing of water charges to District customers including mailing  of  bills, delinquent notices and final notices; Reviews/applies charges to developer and new service accounts
  • Attend all regularly scheduled Commissioner meetings (twice a month); take the minutes and report  to the Board; prepare draft minutes for Board approval for the next meeting
  • Prepare Commissioner meeting packets - materials, agenda, visitor line up & monthly financials
  • Prepare and present yearly budget to the Board of Commissioners
  • Review/assign all invoices and vouchers before final processing
  • Review payroll before/after final processing
  • Ensures that customer complaints and inquiries are resolved quickly and effectively
  • Coordinate with State Auditor's Office for District's yearly audit; prepares reports and answers questions
  • Enforce all districts policies within your authority position
  • Review all liens and disconnect customers before final processing
  • Reviews, verifies and submits operating and other reports to appropriate regulatory agencies and departments on a timely basis
  • Coordinate travel/register conferences for Commissioners and employees
  • Light collections, finance charges & customer statements
  • Manage developer contracts, files and payments; issuing work orders and calculating fees for new developments
  • Purchase supplies, equipment, and services
  • Track fixed assets, inventory, new/repaired hydrants and mains
  • Works directly with District consultants, contractors and vendors
  • Month, quarter and year end bank reconciliation - journal entries, accruals, balance sheet and quarterly reporting - 941 & L&I
  • Maintains billing and accounting software for updates and helpdesk tickets
  • Other duties directed by the Board of Commissioners

Minimum Qualifications

  • Basic accounting and bookkeeping practices and principles
  • Generally Accepted Accounting Procedures (GAAP)
  • Payroll, taxes and benefit reporting
  • Computers and office equipment; copiers, postage machine, phones
  • Proficient in MS Excel, MS Word and knowledge of Crystal Reports
  • Experience working with accounting software systems - ie; InHance, QuickBooks, GP
  • Ability to prioritize and handle difficult situations
  • Adhere to District policies and procedures
  • Read, write and speak fluent English

Experience/Education

Any equivalent combination of education and experience that provides the applicant with the knowledge, skills and abilities required to perform the job.

  • Associates in Arts degree in accounting or business
  • Progressively responsible experience in general accounting, payroll, AP/AR, inventory management or related experience
  • Four years supervisory experience

Licensing/Certificates Requirements

  • Valid Driver's License
  • Notary Public (preferred)
  • CPR/First Aid Certificate (preferred)

Duties are performed in an office environment.
